Joe St Sauver, Ph.D. presentation on an electronic crime conference in San Francisco. He talked about the responsibility for compromised computers. This is really an interesting point, because it seems if nobody would take care of a PC that is infected with bad software.

the users - No.
the ISP's - No.
the Software manufacturers - No.
the Government - No.

And for the government this is really a point. As in the real world the government would protect its people against enemies, what about the digital world?
